Due to an International Agreement the forfeit stamp is not necessary anymore since January 2005. A “Racing Clearance Notification (RCN)” according to the copy attached has to be submitted in future on the day of starter declaration at the latest from the local Jockey-Club to the Jockey-Club of the country where the horse will race. If starter declaration will be made through the local Jockey Club they will send it automatically to the foreign Jockey Club, if the trainer makes his own starter declaration he has to inform his local Jockey Club to send it. It depends on the racing rules of the different countries if a horse will be scratched and the trainer fined in case the RCN is not submitted on the day of starter declaration.
